R. Haldeman kept a diary from 1969 until 1973. When it was published in 1994, readers learned of Nixon’s opinion of the place of Blacks in world history. On Monday, April 28, 1969, Nixon was discussing welfare reform. Suddenly, he veered from the subject. Nixon, Haldeman reports, “pointed out that there has never in history been an ade- Living Gifts from Old Africa / 23 quate Black nation, and they [Blacks] are the only race of which this is true…. ” This was Nixon’s way of saying that American Blacks had done poorly, that they were the welfare wards of America.
